Often, yes. Daytime temperatures on the south coast commonly reach the low 20s Celsius in December, so beach and pool days are very possible. However, Tenerife winter weather is not tropical, and cooler, cloudy or windy days can occur. 
 

Not necessarily if you plan to stay mainly around one resort. However, a car makes a major difference if you want to explore Teide National Park, traditional villages, the northern side and several parts of the island during one trip. It also gives you the freedom to change your plans according to the weather, which is particularly useful because conditions can differ significantly between north and south.
 

Tenerife South Airport is usually more convenient for Costa Adeje, Los Cristianos, El Médano and the main southern resorts. Tenerife North Airport is better positioned for Santa Cruz, La Laguna, Puerto de la Cruz and northern Tenerife. If winter sunshine is the main reason for your trip, flying into the south is generally the most convenient option.
